Story
In accordance with what is now considered best practice in administering
an Empire, Caesar has restructured his Senate and established a Human
Resources Division. I am Maximus Furtivus, Caesars Proconsul for
Human Resources. My first task is to implement a system of promotion on
merit, which requires me to assess all of the Empires Governors
in order to discover which Governors are worthy of higher rank, and which
Governors would be better utilized in the galleys of Caesars ships.
Your abilities as a trader will now be assessed. You must establish a
settlement at Tarraco and make as much money in trade income as you possible
can, all within one year. Your performance will be graded not on the profit
you make, but by the income you receive from trade.
