Contest 77: Palm Springs, a Caesar 3, an Economic Contest

Welcome to the contest pages for Contest 77:Palm Springs. This is a Caesar 3 contest, and should only be played with Caesar 3 V1.0.1.0. Use the links below to download the starting positions:

After downloading, PC players should open the archive with a suitable programme (e.g. Winzip), and then extract the contents to the directory in which which C3.exe is located (by default C:\Sierra\Caesar3). Macintosh players, for whom the procedure of installing contest files is a little more complicated, can find detailed instructions here. If you have any problems, please ask in the Forum.

Please take note that the CBC rules no longer allow free roads and material changes either.

Story

Now the African wars are over, and the expansion of the empire is in other directions, it is time to think on developing these provinces. The Mediterranean coast near Massilia, Tarraco, and Valentia, has been a place where many retired governors have decided to build their villae for a long time. As with any popular attraction, it is exactly that popularity which ultimately will result in its demise. The once quiet beaches have become crowded with masses of sun worshippers, who have fled the oppressive religious regime in Rome. The once exquisit bath houses have degraded to steamy smelling public halls, where noisy youngsters show off against their friends, and vulgar music from loudmouthed bards spoils whatever precious moments of silence are left. The once illustrious theatres, where famous actors performed the immortal tragedies of even more famous playwrites, have been replaced by the massive amphitheatres and colloseums where the lower classes indulge in the sordid amusement of comedies, gladiator fights, and wild animal spectacles. Instead of providing a pleasant resort in the province, we have exported all the downparts of Rome itself to those places.

The African coast, of that same Mare Nostrum, may provide exactly that opportunity, but there are problems. The climate is much dryer, and water is at a price. That, my dear friend, is where you come in. You will go to Leptis Magna, in the desert near the sea. There is a little oasis, which provides a little surface water that can be used for your citizens. The climate is very good for farming, there is a rich supply of fish from the sea, there are many resources, and what you can't find locally can be imported from other colonies. In short everything is availbale for you to build a prosperous city, with many villae and palaces. There is this one restriction only, the small water hole will be able to sustain only a single reservoir. More reservoirs will lead to an increased loss of water in the hot desert air, and water shortage would be the result. Thread carefully, and more importantly, plan carefully.

The locals are quite friendly, and will not give you any trouble provided you treat them with respect. Do not build on their land without negotiating the peace, and they will be easily coerced to buy some of your excess production. With many villae of course taxes will bring in most of the money, but it will take considerable investments to build those, and trade may be needed to finance all that. You will have a small starting capital, and an even smaller backup fee would that not suffice, but you must create your own opportunities after that. Our troops guarantee peace in the area, therefore you will not have to worry about scavengers being attracted by the wealth of your developing city. If you manage your finances well, you might even find room to build a fine villa for yourself to enjoy your retirement after you successfully finish this challenging endeavour.

Rules

Completion Criteria:
· Only ONE reservoir on the map at any time
· City not in debt at time of save

Winning Criteria:
1. Number of elite citizens
2. Speed
3. Money

WC2 and WC3 only become effective in case of tie. Players are asked to make annual saves of their game, and present these saves to the judges if so requested.


Designer's Notes:

There are no invasions, but if your favor drops too low, you will face an attack by the emperor. A small gift can easily prevent this from happening.

There is no time limit for this map, you may save at any time you like. Note that there is no stability criterion, just make sure the judges are able to assess the relevant WC for your entry.

In both easy and hard versions of the map the game must be saved in June 15AD before the harvest of that year.

As the story goes, there will be 7 fat years and 7 lean years, the aim is to store food and materials to feed your increasing poplation for the last 7 years
