Contest 75: The High Ground, a Caesar 3 Speed Contest

Welcome to the contest pages for Contest 53:The High Ground. This is a Caesar 3 contest, and should only be played with Caesar 3 V1.0.1.0. Use the links below to download the starting positions:

After downloading, PC players should open the archive with a suitable programme (e.g. Winzip), and then extract the contents to the directory in which which C3.exe is located (by default C:\Sierra\Caesar3). Macintosh players, for whom the procedure of installing contest files is a little more complicated, can find detailed instructions here. If you have any problems, please ask in the Forum.

Please take note that the CBC rules no longer allow free roads and material changes either.

Story

You are enjoying a hard-earned holiday in beautiful southern Gaul when an urgent dispatch arrives from Roma.

It reads: The Emperor and Senate are becoming extremely concerned about the recent spate of pirate attacks in the Mediterranean. Not only have these criminals plundered and sunk many trading ships, causing sea traders to refuse to sail, but also we are reliably informed that these pirate armadas plan to attack and ransack certain Roman coastal cities, starting with Carthago Nova. We do not have the time or resources to send a relief force and with the city seriously under-defended, the people are understandably terrified.

You are to mount a massive relocation of the people of Carthago Nova, in as short a time as possible. The mountain peaks to the north of the city will afford the people safety from the raiders. You will have no military threats in this location due to its difficult terrain. A tiny band of natives does inhabit the area, but information suggests they would be very amenable to the presence of Romans. I have discussed the matter with neighbouring Governors and it seems only Toletum is able to send traders to the location, via a little known route from the North.

I must inform you that due to the very difficult access to the location, and the urgency of the task, you will not have access to the equipment necessary to build some of the larger structures or the more elite types of houses, nor structures made from marble. And there is one further problem. Some of the most influential patricians in the empire will be affected by the relocation. They will be traumatized enough by having to move into the unknown wilderness, most likely into lower level housing than they are accustomed to. Some of them may even have to revert to Plebian status and hold down jobs for a time. We fear the backlash will be severe if we tax them as well, so you will not be able to raise taxes. Nonetheless, it is expected you will make every effort to accommodate all the relocated citizens in houses as close as possible to those they are accustomed to.

Rules

All entries must meet the following completion criteria at the time of submission:

  • Population 3,500 or more
  • Prosperity of 30 or more
  • All imperial requests met by the time they originally fall due. Requests past their original due date met late or not at all will result in an invalid entry. (Note- unfulfilled requests not yet originally due at time of save will not cause an entry to be invalid).
  • City not in debt at completion.

Winning Criteria:

  • WC1:Completion Date (earliest wins)

  • WC2:Number of small villas. Only used in case of a tie. Highest Wins.

  • WC3: Cash in treasury. Only used if WC 1 and 2 produce a tie.

Designer's Notes:

Structures larger than 3x3, structures requiring marble, buildings required only by houses higher than small villa, structures producing a tax collector, and some other buildings are disabled in this mission. Small villa is the highest level of housing possible.

The easy map differs from the hard map in that the easy map has one trade route already opened. This trade route (Roma) costs 5000dn to open in the hard version. Starting money and top-up are the same on both difficulties.
