Contest 18: Quatrium
Welcome to the contest pages for Contest 18: Quatrium. This is a Caesar
3 contest, and should be played with Caesar 3 version 1.0.1.0. Use the

After downloading, PC players should run the executable, and follow the
on screen instructions. When prompted, choose to extract the archive to
the directory in which C3.exe is located (by default C:\Sierra\Caesar3).
Macintosh players should decompress the archive using a suitable utility
(for example, StuffIt Expander), choosing to extract the files to the
directory in which Caesar 3 is installed.
Story:
"I wish all my governors were as dependable as you are, old friend!
That unscrupulous rogue, Flavius Rufus, has made a terrible mess of the
city of Quatrium. He has squandered a fortune building a ridiculously
impractical road system, and to make matters worse, has absconded with
the funds that should have been used to pay the engineers. Unsurprisingly,
the engineers are refusing to undertake any further building work until
they have been paid.
To that end, you must transform Quatrium from a disaster into the most
profitable city in the Empire. I understand there are ample trading opportunities
in Quatrium. You may even be able to persuade the locals to purchase some
of your goods. I imagine you might also be able to recoup some denarii
through taxation. Whatever course you choose, I suggest you hurry.

This contest is partly inspired by the Caesar 3 Olympics preview event
'Labyrinth Island'. I hope that players find this a new(ish) and interesting
challenge.
Rules:
All entries must meet the following completion criteria at the time of
submission:
- Prosperity 20
- Culture 20
- Population 3000 (Hard Difficulty)
- Population 2000 (Easy Difficulty)
- Favour 60
- Save in January, no later than January, 9 AD
- No gifts given to Caesar
The winning entry will then be the city with the:
Highest profit in the year preceding the save (as reported by the financial
advisor).
Designer's Notes:
For this contest, players are permitted to make their annual save in
January or December. As normal, these annual saves need not be submitted
with the finished entry, but must be made available if requested.
Players should note that the completion criteria are different at the
two difficulty levels. In addition to requiring fewer people, the Easy
difficulty map has more starting funds, and greater trading opportunities.
This scenario has a Peace rating requirement of 100. This cannot be achieved
in the time possible, and is designed to block victory before AD 9. You
should ignore this requirement and concentrate on improving your winning
criteria in the time allowed.
Quatrium was designed by Caesar Alan, and beta-tested by KarlM,
